Board of Directors

LEILA KAGAWA

Currently serving as Chief Transformation Officer at HEMIC, Leila Kagawa brings over two decades of experience spanning both public and private sectors. Her distinguished career includes nine years with the State of Hawaii’s Office of Enterprise Technology Services and service as Deputy Director of the Hawaii Department of Human Resources Development. A graduate of the University of Hawaii at Manoa with a degree in public relations journalism and minor in political science, Leila also attained her Professional in Human Resources (SPHR) and Certified Payroll Professional (CPP) designations. An Omidyar Fellow (2013-2014), she brings her extensive expertise in technology modernization, program management, and public service to HOCU’s Board of Directors. She currently serves as Chairman of the Board.

COLIN CHUNG

Colin Chung retired in December of 2019 from the Internal Revenue Service, working as a Revenue Officer for 33 years with experience in tax collection and financial analysis. He graduated from Saint Louis High School, the University of Hawaii with a BA, and Golden Gate University with an MBA. He has been a member of the HOCU since 1986. He currently serves as Secretary/Treasurer of the Board.

CHRISTOPHER JAY

Christopher Jay retired in 2001 as Executive Director of Honolulu Pacific Federal Executive Board. He subsequently worked in Human Resources capacities, including EEO Investigator, Labor Relations Officer, and Supervisory Trainer for various departments for the City and County of Honolulu and State of Hawaii. He graduated from Iolani High School, the University of Hawaii with a BBA, Pepperdine University with a MBA, and received a certificate in Meteorology from Texas A&M. Chris also served in the US Air Force and Hawaii Air National Guard as a Weather Officer. Chris served on HOCU’s Supervisory Committee and as Secretary/Treasurer of the Board.

DUDLEY KUBO

Dudley Kubo retired in 2010 from the U.S. Department of Agriculture’s Natural Resources Conservation Service. He graduated from the University of California with a BA in History and from the University of Hawaii at Manoa with an MA in History and a BS in Civil Engineering. From 1987 to 2000, Dudley served on the Credit Committee before joining the Board in 2000. He previously served as Board Chairman and Secretary/Treasurer.

LIANNA NAPUUNOA

With a career spanning over 30 years at the United States Postal Service, Lianna Napuunoa has navigated roles from Postal Carrier to her current position as Lead Sales and Service Associate. A graduate of Pearl City High School, Lianna’s impact extends beyond her professional realm and within the local community. Serving as the Treasurer for the Leeward Area Postal Workers Union since 2018, she also has been a committed member of the Aza Yogi Doshi Kai for over 25 years. She has been a HOCU member since 1989 and brings her wealth of knowledge and experience to HOCU’s Board of Directors.

ALWYN CHIKAMOTO

Alwyn Chikamoto has been an Independent Executive Management Consultant since 2006, specializing in financial institutions, commercial real estate, and business acquisitions. His extensive banking career includes nearly 30 years with Central Pacific Bank, where he held executive leadership positions including Executive Vice President and Chief Credit Officer. Alwyn’s expertise spans corporate and commercial banking, commercial real estate, business banking, and international banking. He graduated from the University of Hawaii’s College of Business with a BBA in Management and Finance. Alwyn has served on HOCU’s Supervisory Committee since June 2024. With his deep financial services background and executive leadership experience, he is ready to serve on the Board of Directors.

GAYVIAL JAMES

Gayvial James is a 1983 graduate of the University of North Texas, where she earned a Bachelor of Business Administration. She has been a member of federal credit unions throughout her 41-year career with the Internal Revenue Service. Gayvial has served in IRS management since 1987, working in both examination and collection. In May 2006, she began her current position as the Local Taxpayer Advocate for Hawaii, Pacific US Territories and International, and immediately joined Honolulu Federal Credit Union upon relocating to Hawaii. As a federal employee for over 40 years, Gayvial understands the vital impact federal credit unions have in communities, particularly during times of crisis such as the 2019 federal shutdown. She continues to give back to her community as a life member of Alpha Kappa Alpha Sorority Inc.
